The first vote in a legislative session is the most important. The Senate and the House of Representatives vote for their leaders. At the federal level, the leadership positions are consistently decided by which party has the majority.

Why are the Speaker of the House and the Majority Leader of the Senate so important? First, they appoint the committees. Making sure they have majorities in all of the committees, they appoint more of their loyal party members. In essence the majority party controls all legislation.

Obviously, there are exceptions to the above. However, the majority invariably controls the issues and the procedures of making law.
