The Majority Leader of the Senate and The Speaker of the House have great power. So do the chairs of the committees. They control the process and substance of the legislation assigned to their committee.
Committees have great power. All legislation proceeds through the committees and is ultimately voted on by the entire House of Representative and the Senate.
Committee assignments are very important to the elected politician. All desire to be on committees that are important to their constituents. There are also committees of great power, especially committees involving taxing and spending.
The Majority Leader of the Senate, The Speaker of the House, Chairmen and many more have been loyal party members and have expanded great energy to obtain their positions of power. Constantly, they use their positions of power to coerce members of their party to be loyal and dutiful.
